I forgot to mention that puppies' haws and sclera/conjunctiva may not start to pigment until they are 6-8 weeks old. But sometimes you can tell that they are going to be pigmented because you can see little blood vessels forming in the sclera/conjunctiva.
Some breeds specifically mention the desirability of haw pigmentation in their standard. (Portugese Water Dog: "Haws are dark and not apparent". English Cocker: "Haws are inconspicuous; may be pigmented or unpigmented") Japanese Chin, on the other hand, are supposed to have visible white sclera, to give them a "startled" look. (low on my list of priorities) I also forgot to mention that the haw is made of a fold of conjunctiva.
