My first one was done by a designer, after that I learned how to do it myself. If you do searches you can find everything: backgrounds, border sets, fonts, all those buttons, etc. Most sites let you use their stuff for free. You just right click to save something you like to your computer, then use it at will. They only ask that you put their logo on your website somewhere. It took me a lot longer to figure out what I wanted for my background, etc. than to put the rest of the website together! There are thousands of backgrounds. In the end I designed my own backgrounds last time. In fact I designed my own buttons as well on one site. If you have a picture of one of your dogs that you love you can use that as a button. Some of us will help you do it if you don't know how--just ask. You can also buy software at stores that contain fancy fonts and things. You just have to take the time to look for what pleases your eye.
