A longer form of this letter was written by Carol Williams and sent to
Cavaliers of Puget Sound.  Carol brought the letter to the attention of the
ACKCSC Board, and with some editing, it has been recently sent on behalf of
the American Cavalier King Charles Spaniel Club to its membership.

<<Dear ACKCSC, Inc. Member,

It has come to our attention that we have a problem within our membership
that has been going on for some time and must be addressed.  ACKCSC, Inc
members who have membership in CKCSC USA have been heard advising
prospective puppy buyers, as well as others who have already purchased
puppies, that if the dogs are only AKC (not dual registered) they are
inferior specimens.  Some have gone on further to imply that �AKC only�
breeders do not do health testing and, in general are not as caring and
ethical as those belonging to CKCSC USA.

Such statements have been overheard heard it at ringside at AKC shows and
also at recent shows in Canada.

This sort of activity must be stopped immediately as it is considered,
according to our bylaws  �conduct that would be prejudicial to the best
interests of the Club or the breed.� Charges could reasonably be filed
against members of this Club for this type of conduct, and if upheld, these
members could be suspended or even expelled..

In addition, at an AKC all breed show, if people are heard making these
kinds of comments, a bench show hearing could be called and these people
would receive a hearing and could be suspended from AKC privileges if
charges were upheld.  The latter would also apply to people who are NOT
members of our Club.  But, if these charges were brought at an AKC all breed
show, and the defendant was suspended and was also a member of ACKCSC, Inc.
they would not only be suspended from AKC, they would automatically be
suspended from ACKCSC, Inc. as well.

ROBERT�S RULES OF ORDER, NEWLY REVISED, 10th Edition, under Disciplinary
Procedures, states ��.an organization or assembly has the ultimate right to
make and enforce its own rules, and to require it�s members refrain from
conduct injurious to the organization or its purposes.  No one should be
allowed to remain a member if his retention will do this kind of harm.�

Those people who have been making these inflammatory statements must
remember that they swore when they joined, not only to uphold and abide by
the constitution and Bylaws of ACKCSC, Inc., but also those of AKC.

People are perfectly free to hold dual membership and many do for a variety
of reasons, however  ACKCSC, Inc. is an AKC Member Club, operating under AKC
rules.  If some people, who belong to ACKCSC, INC. believe that
philosophically, ethically and/or morally the ACKCSC, Inc. and AKC are not
working for the betterment of The Cavalier breed; we call to them to submit
their resignations immediately.  If they choose to remain members we call to
them to cease and desist in their very destructive activities.

Everyone should have the freedom to belong to whatever club(s) they want
without fear of harassment, coercion or underhanded tactics.  We should all
respect that right, respect each other, and realize that we are all
(hopefully) working for the breed whether or not we have single or dual
membership.
