Thanks Jackie, My vet gave me a copy. She and I both sent in our opinions to the Dept. of Health. Maybe it will get changed.
I asked my vet why it is set up that way, and her theory is that the state is afraid that if dog owners don't have the habit of coming in annually for shots, they might not come back at all after the first ones. It's really irritating to think that my dogs' health is jeopardized by a rule written to account for stupid people!
