Yes, Chris. The AKC must approve the judging panel before it may be published. Occasionally a judge will be denied permission to judge. This happened to one of the clubs in which I have membership.
With foreign judges, the last I heard, they may only judge three shows in the US in one year. There are a few foreign judges that have gone through the AKC process for approval and are considered AKC judges rather that judges of their own country. I have only heard it happen with those who reside in Canada and Mexico.
