You know, aside from the additive problems in some chew toys, I don't think anything is safe to give a dog in an unsupervised situation. We had a situation not too long ago with a bitch of ours who got into some burrs. We thought we had taken them all out of her coat; apparently not as she groomed out one which got stuck in her throat. I heard her crying at 12:30 one night and raced her to the vet as it was clear that she was having trouble breathing. We managed to oil up the burr (oily cat food for those who might need to know) and it did pass. Had I not known, the airway might have swollen shut and we might have had a tragedy. This is one reason I keep close tabs on my canine kids whenever they put anything in their mouths. Anything can get chewed and stuck.
One of my boys is a great chewer; he can mascerate a nylabone quite quickly. So, I think even a piece of vegetable can get stuck; for sure a great idea for a chew, but I would monitor them.
