This is true - this law has passed here in Virginia -
I have read a response from someone in Texas (I believe it was Texas)
and they said they had similar legislation there - while agreeing it did
impose some administrative paperwork and some costs to the rescue people
/ organizations, they assured 'the public' that rescue still went on -
quite a bit - in their area.
Once the shock wears off, I believe the same will be true here in
Virginia.   We will just  have to be a bit more organized, do a bit more
paperwork, etc.

Yes - the Federation does publish a Breeders Guide - which is
distributed to ALL veterinarians in the state (all that can be
identified) + many other places - and they have previously published all
known national rescues.  From now on they will only publish rescue
organizations that REQUEST being listed in this booklet.

And yes, I agree, it does seem that the poor creatures being rescued and
those helping them are being 'punished' while the BYB & puppy mills are
walking on down the road to produce more 'unwanted' pets -  too bad --
   Hopefully something better will be figured out one day!
