At public stud used to mean that the stud owner was offering her dog to
anyone with a registered female of the same breed who wanted to use him and
could pay the stud fee. It seldom means that now. Usually there is the added
condition "by private treaty" or "to approved bitches". Sometimes both
phrases are used. I seriously doubt that there are many Cavaliers at public
stud in the old sense of the phrase. I don't know of any, but there may be a
few. Most studs are available at the discretion of their owner. The bitch
owner asks and may or may not be accepted. Sometimes it is not personal, the
stud owner just doesn't want to be bothered.

Outside stud work is  a pain. You have to be responsible for someone else's
"in season" bitch. You have to make sure she gets bred at the right time to
the right stud. The only way to be confident of that is to crate her and
walk her on lead for exercise where none of your other dogs go. This does
not make her a "happy camper". Try to sleep with a lovesick dog crated in
the den; it isn't easy. It is very seldom that we agree to do a stud service
anymore. Only if I want a puppy from the breeding will I agree to it so the
"to approved bitches" phrase would apply. That's pretty much my stud
contract-- pick of the litter instead of a fee. If she doesn't conceive,
there's no fee and no return service.

dog?"
Is any dog a "public" stud dog? or is it just a reference to dogs used by
someone other than the owner?
