A Peke is really a sort of genetic defect and it would be extremely difficult to breed them. I suspect that it is actually a form of dwarfism. Whenever a breed standard requires something that nature considers a defect-- whether dwarfism, smashed in faces, or hairlessness, it brings all sorts of additional problems to the table.
