Hello, Chere and List,
As you can see, in California, AR groups are working hard to get rid of
breeders and also to interfere with such things as animal blood banks.
Sharon Coleman is the attorney for The Animal Council who attempt to
fight AR legislation and protect the right to own and breed dogs.

> CA SB 1373 STILL ON SENATE FLOOR FOR MONDAY, JUNE 24
> CA SB 1345 - EXTRA "YES" VOTE 6/19 - 3 YES, 4 NO, 8 NOT VOTING
>
> CALIFORNIA SENATE BILL 1373 (OPPPOSED) amended May 14, 2002, by State
> Senator Jack O'Connell (D-18) of Santa Barbara, to mandate enactment of
> local ordinances to register, tax and regulate dog and cat breeders is on
> the list again for the Senate Floor Session on Monday, June 24.
>
> CALIFORNIA SENATE BIL SB 1345 (OPPOSED) authored by Senator Sheila Kuehl
> (D-23) of Los Angeles to impose special regulations and additional,
> unlimited licensing costs on undefined "commercial animal blood banks"
> already subject to licensing under Section 9201 et. seq. of the Food &
> Agricultural Code dealing with animal biologics received a total of 3 Yes
> votes at the June 19 hearing before the Assembly Committee on Agriculture.
> In addition to Ken Maddox and Helen Thomson, Assembly Member Sarah L. Reyes
> (D-31) of Fresno also voted Yes. The actual committee voting process is
> always difficult to follow in person/real time, because members may be in
> and out of their seats and the room, not all voting or not at the same
> time. The 4 No votes were the Democratic Chair, BarbaraMatthews and
> Republicans Aanestad, Hollingsworth and Kelley. The 8 non-voters were
> Republicans Vice-Chair Maldonado and Briggs and Democrats Cardoza, Florez,
> Oropeza, Salinas, Vargas and Wiggins
>
> CA SB 1345 would threaten the future availability of blood products for
> dogs, and particularly cats in California by mandating new regulations to
> unrealistically micromanage the housing, handling and care of each
> individual donor animal and charging only the undefined "commercial" animal
> blood bank for the entire cost of this mandate. The strategy now for SB
> 1345 is to thank the 13 committee members who did not support this bill,
> and ask Assembly Members Maddox, Thomson and Reyes to change their votes.
