I think it is, too.  I can't find the link to the Cornell Univ. list of
poison plants.  I've found that digging doesn't always get the main roots out
of these type or persistent plants.  I've had success in dosing a plant like
this with a systemic herbicide for poison ivy--but you'll need to fence the
dosed plant in until it dies and you can take it away so the doggies don't
nibble on poison plant AND poison.
