We had two c-sections last year for the same reason.  One girl had 9 puppies
and the other had 8.  I hated to have to do it, but you do, after all, pay
your vet for their expert opinion.  Our repro vet says that the uterine
muscle is stretched so tightly that it is almost paper thin and hard to have
enough muscle tissue to contract.  Also, she said that what frequently
happens is that mom can push out 4 or 5 babies but then the muscle is just
too tired to keep contracting, so you end up with a c-section anyhow.
So....we very regretfully went with two planned c-sections.  Amy is in whelp
again and tomorrow, I find out how many pups there are.  I am hoping and
praying that she doesn't repeat the litter of nine.   She doesn't look as
enormous and lumpy as she did, but she has gained more weight.  Myra
