The dog that is vomiting looks like it has swallowed a sock or something like that. Get it to the vet immediately. This is exactly how Flirt used to do when she would swallow a sock. Flirt never had to have surgery, but we changed Erin's dress socks for tights because Flirt couldn't resist the small nylon, lace-edged socks. Flirt finally vomited up the sock, but your dog may not be that lucky. If it has swallowed a small piece of clothing, it could cause a bowel obstruction and death if left untreated.
As for the other one that needs the baby teeth pulled, I'd let the vet do this. At 4 months, the pup should be about 8 pounds and it should be okay.
