You don't need nearly as much ivermectin for heartworm prevention.
The dose of ivermectin for heartworm prevention is six MICROgrams per
kilogram of body weight.
A 22 pound cavalier is 10 kilograms, and only needs 60 MICROgrams of
ivermectin.  The heartguard pill you buy is probably the 68 microgram
strength.

Here's the math:

100 mL of a 1% solution will contain 1 gram of drug or solute
1 ml will contain 0.01 grams
0.1 ml will contain 0.001 grams = 1 milligram = 1000 micrograms
0.01 ml contains 100 micrograms, plenty for heartworm prevention.  This is
the dose I give.  I use an insulin syringe and put it on a piece of bread
before giving it to the dog to eat.  (it doesn't seem to taste very good)

People that give 0.1ml per 10 pounds are giving ten times more than the dog
needs for heartworm prevention.  Fortunately, the range of safety in dosing
ivermectin is very wide (except in collie-like breeds), as ivermectin is
used in dosages of up to 300 micrograms per kilogram for ear mites and other
ectoparasites, and up to 600 micrograms per kilogram for conditions such as
demodex.  Giving the larger dose probably does kill hookworms and
roundworms, but I usually use pyrantel pamoate to prevent roundworms -- it
is a safer drug.

As far as diluting, some people dilute it with propylene glycol to make it
easier to dose and make it taste better.  I just have a mental thing about
giving my dog antifreeze, even in that tiny of a dose.
