That's true. So far in the U.S., we have no thought crimes. Anyone is free
to think whatever they want about whatever they want.

However, we can (and do) legislate behavior.

While you are free to hate Lithuanians, you are not free to run them down in
your car. Making laws against running down Lithuanians is not designed to
change your mind, just your behavior. (And the fact that a few hard core
Lithuanian haters may still run them down, doesn't mean the law protecting
Lithuanians is useless.)
