I use Purina Second Nature. I tried "puppy go potty" which is nice because
it is white but it is too lightweight and tends to scatter. Second Nature
is scented tootsie-roll shaped paper product, and appears to be non-toxic
should they try to eat it.
You should introduce it as soon as they are standing, probably at about 3
wks. If you wait too long, they will just play in it. (expect them to
every so often anyway)
I use a 3x3 puppy pen and cover half with fleece, the rest with newspaper
and the litter box (purina makes a nice one -- start with the small size and
move up to medium later; if the pups are really small, you can start with a
corner litter box made for rabbits or guinea pigs)
If they pee on the paper, pick up the soiled paper and put it in the box to
get the "smell" in the right place, and eventually graduate to covering all
flooring with clean fleece except the litter box. They will pretty much
start using it on their own, but if you catch them pottying outside the box,
you can put them in it, to speed things along.
You don't have to change the whole box daily as long as you remove feces. I
know people who graduate to less expensive wood shavings ("woodypet") when
the pups get older, but I have never had the guts.
