Please make CONFIG_CKRM_CPU_MONITOR=y in your configuration.
This problem will be solved in the next release.

Matt, did you enable the cpu controller in "make config" ?

I believe so. Looking at the config file I created with make menuconfig the (apparently) relevant section seems to support this:

#
# Class Based Kernel Resource Management
#
CONFIG_CKRM=y
CONFIG_RCFS_FS=y
CONFIG_CKRM_TYPE_TASKCLASS=y
CONFIG_CKRM_RES_NUMTASKS=y
CONFIG_CKRM_CPU_SCHEDULE=y
CONFIG_CKRM_CPU_MONITOR=m
CONFIG_CKRM_TYPE_SOCKETCLASS=y
CONFIG_CKRM_RES_LISTENAQ=y
CONFIG_CKRM_RBCE=m

I did some quick searches of the config file and could find no other
section that seemed to have config settings relevant to the CPU
controller.

The last 4 patches "hf_*" should be unrelated to this...

I expected that to be the case, however I felt I should mention it in case anyone wanted to reproduce the problem and my expectations were incorrect.
