We have at times in SGI used this technique - as I recall we have
a variation of a tool called dplace on Irix that does this.

It doesn't work for statically linked objects (a good number of the
HPC Fortran apps we care about the most are statically linked), and
it still requires maintaining a system wide model of what cpusets
exist, controlling access to them, and tracking which tasks are in
which cpusets.
