Not only are the list owners notified, but so are the message senders.
This is the part that is the most contentious.  If I comment on a patch
on LKML, I don't much like to receive "your message is being held..."
from some random list I don't care about :)

Surely ckrm-tech is not one of the lists you don't care about :-)

If you can get the to:sender warning messages to go away, then I say go
for it!

This is done now (or was always the case).

If the burden of approving posts becomes too much, we'll revert back to unrestricted posts. Wish mailman were a bit better in filtering spam. Any other suggestions appreciated.
