Yup. Long-winded explanation below.

        With Resource Groups circa 04/2006 a task was always associated with a
group. All tasks were initially associated with their parent's resource
group. With Resource Groups disabled by default this was "The Default
Group". Tasks in The Default Group weren't limited even when Resource
Groups became enabled.

        Unless you've assigned limits to The Default Group assigning the task
to The Default Group should get you the behavior you may be looking for.
