Haven't followed the thread but I assume he's talking about some Linux RPM package, many on these lists take for granted you run Linux.
Milter should be in the distribution tarball from sendmail.org. Sun doesn't compile in TLS support either, not even in the more security oriented Solaris 9, so I'm not surprised they don't enable milter either. Try compiling it from source.
