I'd vote for having one name for each continent, so I wouldn't download sigs from india with 2k/sec; something like
africa.clamav.net (are there any mirrors?)
america.clamav.net
asia.clamav.net
europe.clamav.net
australia.clamav.net
These should contain the continent's mirrors, and one or two fallback IPs to either nearby continents or well-connected mirrors with big pipes.
