If your mail server also runs a web server, put a link in the root directory
of the web server to the directory containing the database files, then
configure the client machines to use the server for their ClamAV updates
(it's only a simple HTTP request).
Alternatively set up a separate web server somewhere on your network and point
both your mail server and your Windows clients at this to get their ClamAV
signature updates, with a cron job to update the servers from the ClamAV
master servers on a regular basis (but *not* on the hour! Use some random
number of minutes after the hour...)
