I have clamav-0.70 (the release version) installed but I'm seeing "Current functionality level = 1, required = 2" in the log file.
That suggests that you've got multiple versions installed and you're (still) starting the old version.
As has been mentioned a few times on this list - remove all the versions and the reinstall the latest. In future try to use the same install location :)
