On the untarred-dir, try running

aclocal
autoconf
automake

That should work, no arguments needed.
However, I run Aurora Linux on my Sparc (which is based on RH 7.2), and it failed to compile even with auto* :(
If you use Linux on x86, you could always compile statically on newer version and use it on your older linux box.


If all fails, you can always try http://clamav.or.id/snapshot/clamav-devel-latest.linux-static.tar.gz
