I looked more intot his and found that within the amavisd.conf file I do not 
have any primary scanners installed.  Looking further down, I notice there is 
a section for the back up scanners.  Since I have the ClamAV installed, I 
moved it up into the primary section.

Running subsequent tests, I do not see the failure message I mentioned before.
