Well...  clamav is usually used to protect e-mail.  if you can break it
by sending an e-mail to it, that's bad....  So, even though clamd won't
load a bad cvd file, it can't check it before you copy it like freshclam
can....

Also, clamav focuses on being on top of fast-breaking outbreaks.
Notification of new updates is provided via DNS, which is very fast and
lightweight.

But if bandwidth is a real concern: nothing beats the bandwidth of a
station wagon full of mag tapes.  Just have someone copy the files to a
floppy, drive accross town to your shop, fire up a web server and drop
the files on, then point freshclam at the webserver.
