Sure enough, /tmp was filled and clamd was able to start again, albeit
complaining about an out-of-date install.  The error message was very
misleading.  Maybe something for the developers to consider.

Dude, is your /tmp writable by clamav user? perhaps it's full ... :)
I once had thousands of clamav-* directory on my /tmp.
Remove those, and clamd is happy again.
