sigtool - the command line utility used to create & manipulate
signatures - is still there in 0.83.

I meant they removed the functionality for sigtool to automatically generate signatures. Note the following in the release notes from 0.80:


  * sigtool: Add new option --md5
  * sigtool: Remove ability of automatic signature generation - inexperienced
             users should now use MD5 hashes (*.hdb databases) to create
             their own signatures

As already said, you cannot build CVD files by yourself but you can
create a signature and then create your own database with sigtool and
use these files.

The database files are just plaintext. No need to use sigtool to generate them.
