The paths where things go is configured at compile time and is at the whim of builders and packagers who historically agree to disagree about such things. There are legions of people who believe /usr/local is evil, for example. Point being, never, ever assume things are where your coders defaults would lead you. Don't even assume it between rpm or pkg releases should you choose to use them.
