I think you are looking for a proxy of sorts that will scan the incoming
requests for files. There a few proxies out there that can do what I
think you are wanting to do. Check out the 3rd parties page for squid
redirectors. This will handle scanning of not only adware (which I don't
think clamav detects a vast range as it does viruses atm, ymmv.)
