I've seen this before.  For me, I had set qscand as the clamav user and
created a group called qscand (yes all due to qmail). What I found was that
the permissions needed to be changed on the folder (in my case
/var/lib/clamav) and files in the folder including main.cvd.  Also, change
the owner of the files and folder to your clamav user. I think main.cvd
needs to be chmod to 644. Clamd.pid and freshclam.pid were both left as
chmod 660 (ie -rw-rw---- that is 660 right?)

Doing that, seemed to work for me.
