my recollection of the OP's post is that they have no connection to the
internet and I doubt he's going to configure his own DNS to respond.

A review of the manager.c code shows that commenting this out is
pointless. If nothing is found it defaults to the above address. To
defeat dns lookups you need to run freshclam with the --no-dns option.
If a dns lookup fails the tool will fail over to using http to test the
current database versions on the server.
