Your information is incomplete, how is clamav used?  do you have MailScanner? or
are you using the clamav-milter? or...

There are just 2 ways to enable the option: in the config file (make sure you
are looking at the correct file, you may have more than one installation of
clamav); and in the parameters used to scan mail, depending on what controls the
scan (i.e. MailScanner can use a perl module or clamscan) is the location of
those parameters.
