Another test:

sigtool --info=daily.cvd

with the daily.cvd you downloaded using wget; we're looking for the "Version:
1703", if it's there then the "not fully synchronized" message is about
something else.  In general the version number you get with the DNS query should
be equal to the version inside the database (so 1703 may have changed in the
meantime).

Strange, in the above output it is downloading main.cvd (version 40), that one
has not changed in a while.

Looking at the code I see that the "Mirrors are not fully..." message is output
when the downloaded DB version is less than the one expected from the DNS query,
then the downloaded file is deleted.  With the above test you should see if the
mirror is really not synchronized.
