No, it doesn't.  This isn't really the best forum to have a discussion
about the basics of networking, unfortunately.  What it sounds like you
want to do is to scan files as they are uploaded via ftp, correct?  The
best way to do that these days is with an inotify hook on a recent linux
kernel.
