Some debugging suggestions:
How does you clamd.conf look like?
Does clamd have permission to read amavis-new's temp dirs?
Next, test clamdscan on clamav's test files, or an eicar file.
Next try these:
- clamd with 'Debug yes','Foreground yes'.
- try sending yourself a mail with an eicar attachment
- look for errors in the debug output
