By letting you point to the certificate when your pointy-headed-boss
decides that every product must meet some standard.  ;)

If the certificate standards are good, then they are useful at least in
telling which products are good and which are bad.  So they aren't
completely useless.  Of course, a project like ClamAV can't afford to try
for every certificate anyone can come up with, especially when the
standards may or may not be good.
