I suppose this is a feature request. I don't understand why clamd shouldn't be able to start without any sig files in /var/lib/clamav. Right now it exits after it successfully starts if there are no sig files to load. It seems to me a better behavior would be to allow it to run in such a situation - though of course it would do nothing. This becomes relevant when the server you're working on is not connected to the network (can't access the sig files), with newly built servers, servers that are rebooted, etc...
