It seems like this is rejecting the mail with a  'reject=553 5.3.0 QUARANTINE' 
error instead of quarantining it to a folder.

You can (thru sendmail). Append 'access' file from sendmail as follow:
Connect:aaa.bbb.ccc.ddd<tab>QUARANTINE
