Actually this is a problem only if there is an intermediate cache.. It is not a 
problem for freshclam anyways.. Sorry for the noise.

No, it isn't. When the DNS method fails and freshclam switches to
HTTP:If-Modified-Since it uses UTC which itself is not affected by timezones.
