Have you considered using a regular-expression based filtering mechanism, say, SpamAssassin? I use it to block directed phishes (for the ISP I work for), and it works pretty well. Unfortunately, it looks like, for directed phishes, the phishing mails are first tried out, likely via compromised accounts, until they pass the filter.
