Thanks for the report, this cdiff is being removed from the mirrors.
Once that is done freshclam should fall back to fetching the entire CVD
automatically.

cdiff is too large for freshclam, the cdiff size limit has been lowered now.

Meanwhile as a workaround you can try removing safebrowsing.cld from the
database directory, and then the next run will grab a fresh CVD file
that doesn't hang.
