Resolved! 

The issue was hard permission on /etc/resolv.conf - it was 600 and I changed it 
to 644 and it was able to execute with no problem

Appreciate the fast responses and assistance!!!

Can you use snoop (or tcpdump) to follow the network traffic during an update 
attempt?
