I don't know if the functionality ever worked. I've never tried the
Exclude in all the years I've used Clamav, only the Include. I seriously
doubt it is a perms issue. It "looks and feels" like a feature or bug
issue.

You might investigate it further... trying to get some more definite
evidence it works incorrectly and then submit a bug.
