Looks like a network issue at your end. I guess we knew that already. What devices are between your computer and your Internet connection? I've seen home routers which drop pacckets more or less at random and cause issues like this, you might want to try a different one; and if it were mine, I'd want to know that it wasn't listed as vulnerable on some public Website. Is anything else using the same connection which might be taking up most of the bandwidth? For the avoidance of doubt I've seen many updates from 104.16.219.84, with no issues at all. I'd also suggest trying an upgrade to the latest version of ClamAV, but that's more because it's standard procedure whenever there's a problem. Even if there is a problem in the code, nobody wants to investigate old code problems which might have been fixed already. It's just about possible that there's a routing issue in Sweden but I think it's unlikely as there will be other ClamAV users there. Maybe we could get an order of magnitude figure from the ClamAV team? You could set up a VPN so you could get downloads via another country to see if that made any difference.
