I don't think this will help you. You need to set up your own private mirror first. If you set this option, I believe that it will change the way that the files are downloaded to something more like what the ClamAV people consider to be an abusive client - so you should only set it after you have set up your own private mirror, and then only download the files to the systems which run ClamAV from that mirror.
