TLS 1.2 was first available in openSSL 1.0.1 and ClamAV requires at least 1.0.2 now, so there is no guarantee. As someone else already mentioned, RHEL 6.10 (which was EOL'd in Novemver 2020) comes with openSSL 1.0.1e, so I doubt RHEL 6.7 has a more recent version.
