On my machine the files in /var/lib/clamav are all owned by
clamav:clamav
This also indicates Newcomer01 set permissions in a way incompatible with
ubuntu.
Newcomer01 - set permissions to clamav:clamav and start clamd and freshclam
under clamav user as Ubuntu designed it.
After that, freshclam should be able to update databases periodically and
notify clamd as well.
