My question is: If I create a program that can *optionally* use libclamav,
must that program be GPL-licensed as well?

The short answer is "no", there is no obligation for the new program to be licensed under the GPL. The creation of a program that optionally makes function calls to a program licensed under the GPL should not create an obligation to distribute the new program under the GPL.
